A strut tower brace on the front or rear of a Neon won't make a measurable difference. Much more camber compliance comes from the upper strut mount bushing than tower deflection. Once a spherical rod end upper strut mount, stiffer strut tubes, and a stronger bearing are put in then will the effects of a strut brace be noticeable. Otherwise, if the rest of the suspension is composed of stock components, there is way too much rubber and lack of stiffness in them compared to the front body structure. The entire system should be taken into considering, and compared to what is being changed, before buying aftermarket components. Many people waste lots of money because the people selling them make false claims or fail to explain the big picture.
