Dodge neons manufactured in 1995 with a 5-speed manual or without A/C, did not include a sway bar and came with a manual steering rack. All Dodge Neons during that year that did include an A/C or an automatic transmission, came with the touring type suspension with a front sway bar and power steering which was standard on the Highline. This became a standard on all Neons manufactured after 1995.
